Dave McConnell, Interim Board Chair
One Economy Corporation, Vice President of Access Services
Dave McConnell directs One Economy's services to help affordable housing organizations provide high-speed Internet access to residents in their homes. Prior to his work for the One Economy Corporation, Mr. McConnell was Vice President and Northwest Regional Director for the Enterprise Foundation, a Community Development Officer for the State of Oregon's Housing and Community Services Department, and a member of the faculty of Bowdoin College.
 
Guillermo Sandoval, Vice Chair
Banner Bank, Community Development Officer/ Vice President
Mr. Sandoval has many years working as Community Development Officer/Vice President for Banner Bank responsible for the HMDA/CRA repository and regulatory compliance for a $2.7 billion portfolio. He has managed the Federal Home Loan Bank down payment assistance and affordable housing programs; monitored changes to CRA regulations that impact Lending, Service and Investment tests; assisted the Internal Training department to develop HMDA and CRA training modules for general bank training. He has served on the Kennewick Housing Authority Commissioner (Jan. 02-Sept. 02); Homestead Community Financing Board Member (Jan. 02 to Present); and the Washington Community Reinvestment Association (WCRA)-(Jan. 05-Present). He is a native of Walla-Walla and has recenlty relocated to Portland with his family.
 
Bernie Kronberger, Board Treasurer
Wells Fargo Bank, Vice President
Throughout Mr. Kronberger's career he has developed close working relationships with profit and not-for-profit housing organizations. He is an active member of various community groups and is an affordable housing advocate and represents Wells Fargo Bank as Vice-President for Community Banking.
Consuelo Saragoza, MPH, Secretary
Community Health Promotion Multnomah County Health Department, Director
Ms. Saragoza brings twenty years experience leading and administering public sector and community-based programs to Hacienda's board of directors. She began her tenure at Multnomah County Health Department in 1993 as Health Services Administrator in the Primary Care Division, then moved into the Director role of the Neighborhood Health Division before she became Director of Community Health Promotion, Partnerships & Planning -- a position she holds to this day. In addition to her work at the County, Ms. Saragoza devotes a great deal of time to community volunteer causes.
 
Ana Alvarado
Alcantar Association
Ana is a former Hacienda CDC resident, and a former employee of Hacienda CDC, who possesses a deep commitment to the resident community, an understanding of the day-to-day needs of the organization and its staff. She has participated in or led many activities, including the Villa de Clara Vista Folklorico Dancers and the Back to School Fair, and is a current employee of El Hispanic News.
 
Carlos Crespo
Portland State University, Professor of Community Health and Director, School of Community Health
Dr. Crespo's previous work experience includes working for the State University of New York at Buffalo as an Associate Professor and as a researcher at Roswell Park Cancer Institute as well as the Centers for Disease Control and Prevention in the National Center for Health Statistics. He has over 60 publications in areas of exercise, minority health, obesity and nutrition, and co-author in five textbooks on minority health and sports medicine. He is also a contributing author to more than 10 government publications.
 
Tom Cusack
Retired Portland HUD Field Office Director
Culminating 37 years of federal service, Mr. Cusack recently retired after 10 years of service as the top HUD management official in Oregon, the Portland HUD Field Office Director. Mr. Cusack is a past recipient of a "Hammer Award" from former Vice President Gore's Partnership for Reinventing Government. Mr. Cusack grew up in a large public housing project in Detroit and began his service in the military in Vietnam. Following his service, Mr. Cusack graduate with honors from Wayne State University in Detroit. In addition to his mass communication degree, Mr. Cusack also did graduate work in labor relations at the Wayne State School of Labor and Urban Affairs before moving to Oregon in 1980. Since his retirement, Mr. Cusack has continued to be involved in housing and public service issues statewide. He has created and regularly posted to a series of blogs he maintains that are focused on Oregon housing and other public sector issues.
 
Bertha Ferran
Windermere Mortgage, Mortgage Consultant
As a Mortgage Consultant for Windermere Realty, she is well versed in business and real estate issues and assists Hacienda in understanding the housing markets. Ms. Ferran brings to Hacienda over fourteen years of management, leadership and strategic planning experience.
 
James C. Ferraris
Northeast Precinct Portland Police Bureau, Commander
James C. Ferraris has been an Oregon law enforcement officer for nearly 30 years. An advocate for community policing, he began his career in 1978 with the Beaverton, Oregon Police Department as a reserve patrol officer, being hired as a full time patrol officer in 1979 and promoted to Detective in 1982. In 1983, he left Beaverton PD for a police officer position with the Portland Police Bureau. Throughout his career, he moved up the ranks, and in July 2006, Chief Rosanne Sizer named Ferraris Commander of the North Precinct, and in January 2008,was named Commander of the Northeast Precinct, where he serves today.Commander Ferraris is active in the community as an executive board member of both the High Intensity Drug Trafficking Area (HIDTA) board and the Oregon Partnership, a drug prevention and education group. Ferraris also serves as Chief Sizer’s designee on the National Policy Board for the nationally known Gang Resistance Education and Training (GREAT) program, serving as Chair for four years. Outside of the Bureau, Ferraris served as Chair of the Central Catholic High School Advisory Council for four years.

Alma C. Flores
City of Portland, Economic Development Planner
Alma has over eight years of community and economic development experience.She receiveda Master’s degree in City Planning from the Massachusetts Institute of Technology with a concentration in Housing, Community, and Economic Development, as well as aBachelors of Arts in Sociology and Chicano Studies from the University of California. In 1999-2001 Alma served as Downtown Manager for the City of Framingham, Massachusetts where she implemented a Downtown Revitalization Strategic Plan, including the development of aMicroenterprise Loan Fund,business improvement workshop,and adowntown business directory. At the same time, Alma owned and managed a coffee and sandwich shop where her marketing efforts nearly tripled annual sales. Her previous work also includes service as an Economic Development Assistant for the Jamaica Plain Neighborhood Development Corporation where she analyzed the impact of the Welfare Reform Act of 1998 on her local community. Almacurrently serves the City of Portland as an Economic Development Planner in the Bureau of Planning.
 
Joseph Portillo
Umpqua Bank, Loan Officer
Joe has been an active member of the banking community for several years, as well as held several positions working closely with Latino populations. In 2004, he served as an interpreter for Passport to Languages (Portland, OR) interpreting for Hispanic patientsand doctors, as well as helping patients fill out medical paperwork and schedule future appointments. In 2005, Joe was the Latin American Representative for Shindaiwa Inc. (Portland, OR) responsible for training, sales and technical support for distributors in the Latin American territories. In 2006, Joe entered the banking community as a Loan Officer for Pacific NW Mortgage where he counseled clients through the process of homeownership and improving their credit history. Joe currently serves as a Loan Officer for Umpqua Bank where he works with non-profits to educate first time homebuyers about home buying programs and help them to achieve their financial goals.
 
Fernando Velez
Oregon Department of Consumer and Business Services, Consumer Information Specialist
Mr. Velez has nearly 20 years experience in banking. Prior to his tenure at Oregon Department of Consumer and Business Services, Mr. Felez held positions at Portland Housing Center and Key Bank. In addition to his professional experience, he brings a tireless commitment to volunteer work to the board. Other past and present volunteer board commitments include: Portland Community Land Trust, African American Alliance for Homeownership, Homeownership Alliance, Hacienda CDC and others. We are thrilled to have Mr. Velez serve on Hacienda's board again.
